| There are strong grounds for believing that living conditions have markedly deteriorated in parts of urban (and rural) Australia. Changes made by the Commonwealth and States to regulatory arrangements and programmes have probably exacerbated circumstances - even if unintentionally - with the implication that Australian cities have actually become less equal whilst Labor has been in power federally. Ultimately, the combination of prolonged unemployment, reduced access to, or even the loss of essential services at the community-level poses a challenge to the opportunities and rights inherent in the ideals of citizenship. more... |
